Housing is available to youth aging out of foster care through a variety of programs.  Some have been created solely for foster youth, while others also serve youth who are homeless or at risk of homelessness.  Some of these housing options have time limits (typically 18 months or 2 years), others are considered "permanent" (youth does not leave until he or she is ready).
